The complainant says she brought her dog to Banfield for a DAPP vaccine and encountered problems. She said that Picard came in with an oversized needle and planned to deliver the vaccine intramuscularly. She further states he planned to sneak around and jab the dog when the dog wasn't looking. The complainant told him to stop. Talking to the technicians there, she became concerned about the size of the needle, the amount of vaccine, and the route of administration (intramuscular vs. subcutaneous) and believes that Picard could have seriously harmed her dog. She also researched Picard and states that he has a history of litigation regarding veterinary incompetence in public court records.
Picard's statement is quite different. He states the dog was acting aggressively during the visit and that the complainant had difficulties putting a muzzle on the dog. He also states that the dosage was correct for the vaccine and that at no time during the event did the complainant raise a concern about the vaccination. Rather, he states that he told her to try and let the dog calm down and that it wasn't worth anyone getting bit in an attempt to administer the vaccine.
The Investigative Committee concluded that based on the records, witness statements from Banfield staff, and Picard's own statements that everything was done correctly. They conclude that the vaccine was never administered because the dog was too aggressive.
