A premises investigation turns up stuff the board doesn't like but they struggle to cite relevant laws

Complaint: Complaint 19-15
Respondent: Leslie Wootton
Premises: Tender Loving Care

This is an Investigative Division report for a board-ordered investigation of Tender Loving Care Veterinary Services clinics. It sounds like there were concerns about unlabeled vaccines and expired medications. This occurred at their clinics at Chandler Dogs 24/7 and Crismon Ace Hardware. Apparently, someone talked to Christian DeHaven, who initially argued that the wrong statutes or administrative codes were cited, then spoke with the Board itself. After that, they decided to open up an investigation into Wootton as the responsible veterinarian.

Wootton's response, or parts of it, are contained in the report, as are portions of DeHaven's. It appears that the expired medications were never actually in any situation where they would be dispensed. Furthermore, regarding the vaccine concerns, it appears that there may not actually be any actual statute or administrative rule that applies, but apparently Whitmore came up with a list of them that might fit.

The Board voted to send a letter of concern.
