The DEA sent the Board a memo saying that Waters was busted in the state of Washington for controlled substances concerns. Allegedly Waters gave out a bunch of drugs that were apparently being used by the pet's person rather than the pet, and it's thought that the pet's person may have died of a morphine overdose from Waters' pills. Waters is actually fighting the complaint in Washington and notes that she was just trying to help the pet; she wasn't aware that any misrepresentation was occurring.
Waters was cited by Weinstein as his surgery buddy in 18-17, in which a dog died in a surgery that was allegedly not even supposed to have happened at the clinic.
