This was a Board-initiated complaint. Carner was said to be allowing someone without a license to give horses something called ozone therapy. (After some research, it seems that in the alternative medicine community they sometimes give people intravenous ozone to cure just about anything.) It appears that April Vernon has no veterinary license but has been giving horses ozone therapy via IV.
Carner says that she relies on Vernon to apply not only ozone therapy intravenously but also to provide Equiscope and bodywork therapies. (Equiscope is a "neural response technology" that is the successor to Electro-Acuscope and Myopulse.) She says that she once provided ozone therapy to Vernon's horse and the horse did so well that she got ozone training all by herself. We're told that the Equiscope and bodywork therapies work so much better when they're also given ozone infusions. She says that all care is provided in conjunction with her and they discuss cases every day.
The Board sent a letter of concern. Much like the horse massage lawsuit of years past, they don't seem to be concerned that this looks outwardly like rank quackery; they're just concerned that a non-veterinarian might be doing it.
