An interesting response to a premises violation raises questions about our nation's war on drugs

Complaint: Complaint 20-29
Respondent: Manuel Cruz Castanedo
Premises: Camelback Animal Clinic

This complaint is basically a response to a variety of premises violations found at Camelback Animal Clinic. They're already in the record and you can review them if you so choose.

Castenedo's response is somewhat long, and we need not concern ourselves with it here in detail because we're going to build up to the main event shortly. It does appear that he's tried to go through in detail and address the investigator's concerns. He does mention that many of the problems with the surgical suite were the fault of the veterinary technician he hired to take care of it. He also says that the dispensing log for diazepam and ketamine wasn't there because he doesn't use those. Rather, those were used by another veterinarian, Lauren Bienenfeld, who didn't take good care of the records. What really stands out is when he mentions that much of the laxity regarding prescription logs comes from a prior situation where a client of his was found to be abusing hydrocodone. Apparently, this client was getting meds from his clinic, a second clinic in Arizona, and another one in California. Once he found out he says that he notified the veterinary board, the DEA, and the police, but nothing came of it. He inferred that since nobody appeared to care perhaps keeping detailed logs isn't as important.

The board came down rather hard on Castanedo, giving him several violations that would generally only matter to McGruff the Crime Dog. He gets a practice monitor, an audit, written reports, and a $1000 civil penalty.
