This is one of those paperwork matters that the Board comes up with, namely that Cook hasn't completed all the continuing education he needs to in order to remain certified as a veterinarian. It turns out that Cook is actually a veterinarian but no longer works in the veterinary field, suffers from health problems, and just wants to keep his veterinary license so he can take care of his own pets.
They give him a waiver for the remaining continuing education requirements until the end of the year. However, if he hasn't done it by then, he's not supposed to renew his veterinary license.
