A missed premises license renewal leads up to a theory about an erased Constitutional amendment

This is a premises licensing problem. Rettler's premises license for Healthy Pet expired. She was supposedly sent a notification. Two years later we're told Rettler allegedly tried to renew online but couldn't find a form to do so; at this time she was told that her premises license had expired two years ago. The Board voted to open an investigation; Rettler allegedly renewed her premises license just a few days later.

Rettler's response is rather short and to-the-point. She says that she didn't even know the license had lapsed until she tried to renew it. She thought she mailed in January of 2019 during the grade period but says that maybe she misplaced it or sent it to the wrong address. However, she was under the impression her license was current the whole time.

The Board required Rettler to take four hours of continuing education in ethics and four hours of continuing education in "Regulation of the Profession," along with paying $1000 as a civil penalty. This case eventually develops until 22-94, and while I won't spoil the surprise, it involves a claim of a "missing" 13th Amendment to the Constitution that abolishes all titles of nobility and makes the state veterinary board unconstitutional.
