Newman says that she only saw the cat on one occasion. She details the examination that occurred on that visit. She also says that on examination of the wound she recommended a dental and preanesthetic bloodwork that would catch potential problems. She also states she thought the reason the cat's wound was not healing was because the cat kept injuring the wound himself. She also goes into more detail about how they were trying to really sell the complainant on the dental.
The Investigative Committee outcome is basically a copy-and-paste from 116. After a vote to find a violation failed 2 ayes, 3 nays, they unanimously voted to dismiss with no violation.
