An emotional support animal form doesn't get signed and the investigators don't have a discussion: Part II

Complaint: Complaint 20-02
Respondent: Olivia Pan
Premises: Desert View Animal Hospital
Related: 20-01

This is the same matter is 20-01 but related to Pan's involvement in the matter. Pan had seen the dog in the past.

Sosnow's response is used as Pan's response for this complaint. It states that Pan was on vacation at the time the problem occurred.

The Investigative Committee response is also pasted from 20-01. They didn't even bother with a perfunctory "the Respondent did not see the dog" discussion as you'll find in some other complaints.
