This complaint follows from 20-35 but pertains to Toncray's involvement.

Toncray tells us that he had concerns for an underlying issue because the cat had lost a pound over the past eight months. He tells us that he recommended hospitalization and a specialist consultation but the complainant only agreed to the hospitalization. He also says that he recommended a specialist consultation the next day before handing the case over to Wachtel.

The Investigative Committee copied the first part of response from 20-36 here, stating that everyone acted appropriately. Their concern in 20-35 that nobody seemed to tumble on to aspiration pneumonia appears to have been totally forgotten about.
