A board-ordered follow-up investigation into a magic refill from a veterinarian who quit yields nothing

This is a Board-ordered follow-up to previous complaints, 21-19 and 21-35, regarding a phantom medication refill. As investigations in those cases concluded that neither Louis nor Pike actually approved the refill, suspicion seems to have fallen on hospital manager Romy Phillips. The complaint, however, goes after L. H. Nelson (a.k.a. L. Harrison Nelson) as the responsible veterinarian for Pet Doctor Tucson.

Nelson's response says that he agrees with the timeline in the letter (perhaps this is the Findings of Fact or perhaps the Board sent another letter that we don't get to see) except for the August 3 entry stating that Phillips approved the medication. He reminds us that he's never "had a complaint about our policies, procedures, and protocols in relation to our training of non professional staff as it pertains to their limits on information they are to provide clients." He says that Phillips worked her way up the food chain from veterinary assistant and never had any contact with the complainant until the complainant called up to say the cat was dead.

There's no Investigative Committee report because this was handled as an Investigative Division report that goes straight to the Board. The Board, now on its third investigation into where the magic refill came from, decided to dismiss this one with no violations; there may be more in the Board discussion but the minutes don't tell us anything.
